National Centre for Mobility 4.0 presents its vision for smart mobility at the City Changers 2030 conference

Leading experts from the National Centre for Mobility 4.0 (NCM 4.0) served as key speakers and moderators at the City Changers 2030 conference, held on
Wednesday 11 March at the Czech Institute of Informatics, Robotics and Cybernetics (CIIRC) in Prague. There, the Centre presented to a professional
audience, for the first time, a comprehensive overview of its approach to transport digitalisation, artificial intelligence in mobility and the development of a national digital transport twin. Key topics also included meeting binding European requirements for sustainable mobility plans and the related opportunities for industrial partners.

Mobility as the lifeblood of modern society

National Centre for Mobility 4.0

The National Centre for Mobility 4.0 was established as an expert platform connecting public administration, the public sector, universities and industry with a single goal: to transform Czech transport and mobility through cutting-edge technologies and innovation. According to the Centre's founders, sustainable economic growth cannot be built without a smart, data- driven and resilient transport system.

"Mobility is the bloodstream and lymphatic system of modern society and its economy. Without its digital transformation, it is impossible to speak of the Czech Republic's true competitiveness in the global economy," said Prof. Dr. Ing. Miroslav Svítek, dr. h. c., a leading figure of NCM 4.0 and a speaker at the conference.

Better cities through strategic mobility planning

Better cities through strategic mobility planning

One of the driving forces behind the creation of NCM 4.0 is the European ambition to make cities more pleasant places to live. The European regulation on the Trans-European Transport Network (TEN-T) calls on key Czech cities to prepare integrated Sustainable Urban Mobility Plans (SUMPs). This is not merely an administrative requirement: the aim is to ensure that every urban development project - from a new tram line to a cycle path or logistics terminal - contributes to an overall improvement in residents' quality of life and to the city's long-term sustainability.

NCM 4.0 aims to help Czech cities prepare these plans to a truly high standard - using data, with the support of artificial intelligence and in close cooperation with the private sector. The result should be strategies that not only meet European criteria and open access to financing from EU funds, but above all bring measurable improvements to everyday mobility in cities and strengthen their competitiveness within Europe.

NCM 4.0 is systematically developing four strategic areas that together form the foundation for the digital economy in transport and mobility:

  • AI in mobility - deployment of artificial intelligence and the AI Factory concept for intelligent mobility planning and for mitigating transport poverty.

  • Data and infrastructure - digitalisation of transport and the creation of a knowledge base for decision-making based on real-time data.

  • Digital twin - development of the National Digital Transport Twin (NDTT) for simulation, prediction and optimisation of the transport network from the regional to national level.

  • Interoperability and resilience - ensuring synergy across investments, dual-use infrastructure and crisis management.

Representatives of NCM 4.0 took on key roles throughout the conference programme. Mgr. Petr Dovolil moderated the first session and presented the current state of EU and Czech legislation in the field of Smart Cities. Ing. Tomáš Kantor led the second session, devoted to project strategies and financing for the 2028-2034 period and to opportunities for drawing on EU funds linked to the development of the Trans-European Transport Network (TEN-T). Ing. Roman Dostál, Ph.D., presented the transport model and the digital transport twin as a tool for planning functional urban areas. Prof. Svítek introduced the National Centre for Mobility 4.0 and later, in a subsequent presentation, stressed that the Czech Republic has a unique opportunity to become a leader in the application of AI to transport systems - if industry, the public sector and academia join forces.

We bring together excellent capabilities in the Czech Republic in digitalisation, AI and
Smart City solutions for transport across all types, modes and purposes. The aim is to

develop these competences synergistically, disseminate them and help apply them in
practice. Through education, outreach and participation at all levels, we also initiate
new science and research activities and bring their outputs into broad practical use.
